What Offer?

In the post below I wondered out loud about Russia's offer to move Iran's enrichment program onto Russian soil.

Now the Iranians are claiming they never received any such offer. From the Associated Press:

"We have not received any particular plan yet," Iranian Foreign Ministry spokesman Hamid Reza Asefi told reporters. "It's quite clear that Iran will look positively at any proposal that recognizes its right to have nuclear enrichment on its soil."

The AP account also notes:

The two nations' contradictory statements may be the result of an Iranian attempt to gain time without directly rejecting a proposal from Moscow, a longtime ally.
